Information for Taxpayers, Resident and Non-Residents

Real Estate Taxes

The Centre County Assessment Office is responsible for assessing each individual parcel of land and improvements and placing it on the tax rolls. Annually, the Assessment Office sends the tax roll (duplicate) to the tax collectors who then send tax bills to each taxpayer on the roll.

Individuals and businesses that own real property located within the boundaries of College Township receive a tax bill annually for each property and from each of the following taxing jurisdictions: College Township, State College Area School District, and Centre County.

Property owners completing construction during the tax year typically receive supplemental tax bills in addition to their annual billing. These often surprise taxpayers and can be confusing.Please don't hesitate to call us with your questions.

The amount of each real estate tax bill is dependent on 1) the property's assessed value as determined by the Centre County Assessment Office, and 2) the taxing jurisdiction's tax levy, which is commonly referred to as real estate millage.

College Township and State College Area School District tax bills are collected at the College Township Tax Office located at 1481 E College Avenue. Office hours are Monday through Friday, 8 am - 5 pm.

Centre County tax bills are collected at the Centre County Tax Office, Willowbank Building, 420 Holmes Street, Bellefonte, PA 16823. For assistance, please call 814-355-6805.

Tax bills are mailed to the last known address of the property owner. It is the responsibility of the property owner to notify both the Centre County Assessment Office and the College Township Tax Office of any name and/or address changes. Failure to receive a tax bill does not relieve the taxpayer of responsibility for timely payment.

If you own a homestead and / or farmstead property, you should consider filing an application with the Centre County Assessment Office. Taxpayers who have filed an application and have had their property certified by the County as a homestead and / or farmstead are offered the opportunity to pay their school real estate tax bill in installments. Earned Income & Net Profits Tax

This tax is detailed in Article III of Chapter 184 of the College Township Administrative Code.

On or before April 15, individuals subject to the tax are required to file an annual return reporting earned income (i.e. salaries, wages, etc.) and net profits (i.e. net income from operation of a business, profession, etc.) for the preceding calendar year.

The tax rate for College Township residents is 1.45%, reflecting a joint tax levy of.5% by the Township and.95% by the State College Area School District. The nonresident tax rate is 1.0%. Nonresidents are not taxed by the School District.

In addition to the annual tax return, a declaration of estimated income tax form must be filed and tax remitted by all taxpayers who reasonably expect to receive net profits -or - earned income from which the EIT tax is not withheld by employers. Quarterly payments of one-fourth (1/4) of the total estimated due for the year are required.

If you are an employee, your employer is most likely required to withhold this tax each pay period. The withheld tax is sent to the College Township Tax Office by the tax collector to whom your employer remitted the withheld tax. If your employer is not withholding the tax and you wish them to do so, ask them to give us a call.

Occupational Privilege Tax

This tax was repealed January 3, 2005.

Local Services Tax (LST)

This tax is detailed in Article II of Chapter 184 of the College Township Administrative Code.

College Township and the State College Area School District levy a Local Services Tax (LST) on every individual (resident and nonresident) engaging in an occupation, whether as an employee or self-employed, within the geographical boundary of College Township. College Township's rate is $47 and the State College Area School District's rate is $5 for a combined total of $52.

Both employees and self-employed individuals are exempt from the municipal (College Township) LST if their total Earned Income and/or Net Profits from all sources within College Township is less than $12,000 for the calendar year. It should be noted that the State College Area School District does not have an income exemption and thus, a taxpayer may be required to pay the $5 School District LST yet be exempt from the College Township LST.

Real Estate Transfer Tax

This tax is detailed in Article I of Chapter 184 of the College Township Administrative Code.

A real estate transfer tax applies to the privilege of transferring title to real estate lying within College Township. The tax is computed as one-half of one % of the value of the real estate transferred.

Amusement Tax

This tax is detailed in Article V of Chapter 184 of the College Township Administrative Code.

College Township levies a tax upon the privilege of attending or engaging in any amusement at the rate of 5% of the admission price to each and every amusement within College Township for which the price of admission is $0.20 or more.

The tax is paid by the person acquiring the privilege of attending or engaging in the amusement.

The duties of the owner of the facility where the amusement is being conducted and the party conducting the amusement are to acquire an amusement permit and to timely collect and remit the tax to the Township.
